Grushin developed the V-611 missile, for the M-11 4K60 naval surface-to-air missile system. The installation requirements resulted in an unusually stout and hevay missile comared to typical designs. The system was accepted by the VMF in 1968 under the code name Shkval. A modernised version, the Shkval-M, was delivered beginning in 1972.

Can handle targets up to 2880 kph. Radars: MR-600 Voshkhod Top Sail target acquisition radar, D band, range 550 km. 4R60 Grom Head Light target tracking radar, G/H band, range 60 km.

Manufacturer: Altair/Grushin. Standard warhead mass: 120 kg (260 lb). Maximum range: 32 km (19 mi). Guidance: C/Semi-active radar homing. Minimum range: 7.00 km (4.30 mi). Ceiling: 25,000 m (82,000 ft). Floor: 100 m (320 ft).

The Shkval-N, later commonly known as Shtorm, was a modernised version of the M-11 naval surface-to-air system, and was developed in 1980-1986. It used the Shkval-N launch/guidance system and the V-611M missile.
