Oleg Dmitriyevich Baklanov Russian Manager. Born 1932. Minister of General Machine Building 1983-1988. Personal: Male. Began working life as an assembly worker from 1950, educated via the All-Union Correspondence Courses Institute, rising to be Director of the Kharkov Eqipment Factory. In 1976 made Deputy Minister, then in 1981 First Deputy Minister, then in 1983, Minister of Ministry of General Machine Building From 1988 worked for the Central Committee. Under his direction the Energia and Buran boosters were flight tested, and the Soviet Union conducted its costly crash program to develop a 'star wars' space-based defence.
