Loktionov worked at RKK Energia as an engineer, including working in Salyut and Mir mission control support groups until 1988. He then took a position as a lead engineer at NPO Kriogenmash. After the fall of the Soviet Union, he turned to politics, becoming a member of the Moscow Region Council. Like Baturin before him, he was able to obtain cosmonaut training through political connections.
