Charles E. ("Chip") Bohlen was a career U.S. foreign service officer and diplomat who served as ambassador to the Soviet Union, 1953-1957; to the Philippines, 1957-1959; and to France, 1962-1968. Among other posts, he was special assistant to the secretary of state for Soviet affairs, 1959-1961.
