In the mid-1990s, after the collapse of the Soviet Union, North Korea invited Makeyev Design Bureau ballistic missile designers and engineers to develop a missile. The starting point was the R-27 SLBM. The North Korean Army's MAZ-547A/MAZ-7916 transporter could carry 20 metric tons, which set the maximum weight of the missile. The R-27 had a mass of 14.metric tons, so the engineers lengthened the missile by about 2 meters to accomodate additional propellant.The propellant combination was believed to be N2O4/UDMH, as in Russian missiles. North Korea claimed to be able to hit targets in Guam with the missile, which would indicate a range of 3150 km. Western analysts believe that could only be possible with a reduced payload.
